The integrated cable outlet lets you charge a device on the handlebars while riding. If your top tube has threaded holes, you can securely fasten the compact bag with screws; otherwise, use the perforated rubber straps for flexible attachment.
If you're not using the straps for the Fuel Pack, repurpose them for mounting an additional bottle holder on the down tube. The Offset-Plate accessory allows you to mount the Fuel Pack in a different position if the threaded holes aren't in the right place.
